Public Policy of Social Assistance: A place to work with men who perpetrate violence

Abstract

The creation of Law 11,340/2006, also known as ``Lei Maria da Penha'', sought to create mechanisms to curb domestic and family violence against women at Brazilian context. One of the possible mechanisms is the possibility for the Public Administration to offer spaces so that men who perpetrate violence can be cared for in order to prevent the recurrence of new violent actions. However, by not citing which public policy will be responsible for creating these spaces, it leaves a legal void that needs to be filled. Thus, through the discussion of the advances that this law provoked in the elaboration of public policies in the Brazilian context, we present the Social Assistance, public policy of non-contributory social protection, as a possible place for the elaboration of actions for these men. Here we retrieve strategies that are being used both in Brazil and in Latin America that can give clues on how to make them powerful references to the aforementioned public policy. To support the discussion, we use two epistemological perspectives, feminist theories and Social Constructionism, because it allows us to widen our eyes on the subject without pretending to close it, but rather to point out new paths
