Abstract

Successive Peruvian and Bolivian lawsuits against Chile create a power conflict. Therefore, legal aspects are only a part of a wider and comprehensive strategy, although in Chile has not been understood on that manner. It is argued that consider international treaties like sacred and intangible, as Chilean diplomacy does, it is more an idealist concept than a realist one. The reality shows that Bolivia and Peru have had the will of “making them tangible”. This situation forces to confront a political and diplomatist’s challenge, considering negotiation.
